    Theresa is a native Texan who brings 27 years of corporate, non-profit and community board leadership experience to the Austin EDC. Having most recently served as the Senior Vice President of Community Relations for the Wells Fargo Foundation, she managed multiple local and statewide philanthropy budgets for investments in housing affordability, economic development, small business growth and sustainability.

  • David A. Colligan, Chief Operating Officer

    While serving in various roles in the City of Austin’s Economic Development Department since 2013, David was the steward of Mayor and Council’s process for evaluating and creating the prospective economic development entity since 2014. Today, he is primarily responsible for the development of governance roles and administrative needs of the organization.

    Anne Gatling Haynes has leadership experience working in public and private sector roles, in small and large cities, catalyzing inclusive and transformative development and founding new startup organizations and programs. As the Chief Transactions Officer, Anne brings her skills to Austin, serving as the lead for project development and facilitator of collaborative partnerships.

  • Jose Lopez, R/E Analyst and Development Project Manager

    Raised in Central Texas, Jose has focused on successfully bringing housing development from concept to construction. He holds a bachelor's degree in real estate development & finance from the University of Texas at San Antonio and is skilled in financial modeling, data analysis, and business finance. Throughout his career, Jose has shown a commitment to the real estate industry, volunteering and being involved with various professional real estate organizations such as CCIM, BOMA, ULI, and CREW.

  • Mitchell O'Boyle, Accountant and Finance Manager

    A summa cum laude graduate in Political Science and Economics from St. Edward's University, Mitchell brings a rich background in fiscal management and strategic financial planning. His professional experience includes both state and local government finance, with expertise optimizing financial operations such as budget monitoring and development, data governance and analysis, and contract compliance. At AEDC, Mitchell is responsible for managing accounting systems and processes, overseeing day-to-day financial activities, using the power of financial strategy to drive equitable and inclusive community development.

  • Sandra Bustamante, Advanced Intern for Marketing and Communications

    Sandra, hailing from a small town in Texas' Hill Country, is a proud alumna of UTSA. She holds a bachelor's degree in public administration and policy, laying the foundation for her commitment to public service. Currently, Sandra is a graduate student at The LBJ School of Public Affairs at UT Austin, with an anticipated graduation in May 2024. Her academic journey reflects her focus on the intricacies of local government dynamics, urban economic development strategies, and the optimization of social service programs. Beyond the academic sphere, Sandra finds joy in exploring the outdoors, cherishing moments with family and friends, maintaining an active lifestyle through exercise, and reading.
